It appears that severe tensions have arisen because the conventional system cannot accommodate the activities of employees wishing to respond flexibly to the changes in the market and the expectations of management groups.
However, we can occasionally observe cases where, despite the spectacular reforms implemented, a number of enterprises have not sufficiently achieved a feeling of success, and they are fighting a difficult battle.
We believe the most reliable means of opening a new style of human resource management in the 21st century can be found from the worksite.
