In recent years, the field of human resource management has entered a period of major change, from a system based on seniority to that based on merit, and then, from a system based on merit to that based on performance. It appears that severe tensions have arisen because the conventional system cannot accommodate the activities of employees wishing to respond flexibly to the changes in the market and the expectations of management groups.

However, we can occasionally observe cases where, despite the spectacular reforms implemented, a number of enterprises have not sufficiently achieved a feeling of success, and they are fighting a difficult battle.
